Job Title: Operations Performance Assistant

As part of the Performance and Planning Team, the Operations Performance Assistant will assist in all aspects of the team’s responsibilities including Operations Planning, Contractual Performance, Operations Performance and Access Planning. The Assistant will report to the Operations Performance Supervisor.
DUTIES & ESSENTIAL JOB FUNCTIONS
Operate various complex software systems, perform detailed logical analysis of data and produce professional technical reports under tight deadlines.
Assist in all aspects of the Performance and Planning Team’s work output, including but not limited to Operations Planning, Contractual Performance, Operations Performance and Access Planning.
Assist in various Contractual and Operations Performance activities, including but not limited to the collection and detailed analysis of service delays, maintenance and analysis of various data, and the writing of business reports.
Assist in various Operations Planning activities, including but not limited to the production of planning documents, analysis of operations and ridership, programming and verification of train schedules, supporting operations scheduling, and the production of data and reporting documents for internal and external consumers.
Assist in various Access Planning activities, including but not limited to the coordination of work access, scheduling of maintenance work based on a multitude of factors, and issuing effective communications to internal and external consumers.
Assist the Control Room or Field Operations on an as needed basis.
Assist the Scheduling Coordinator on an as needed basis.
Assist the Planner on an as needed basis.
Demonstrated strong aptitude for learning complex technical systems.
Demonstrated ability to solve complex logical problems.
Demonstrated technical or business writing skills.
Expert in the use of Microsoft Excel.
Post-secondary education in an appropriate discipline.
Flexible with regards to working hours and able to prioritize tasks in order to meet deadlines.
Available to be contacted outside normal working hours according to operational requirements.
A good understanding of Canada Line services and operation, rolling stock and infrastructure.
Will occasionally be required to work special hours.
Hourly Rate of Pay: $29.63

Job Title: Control Room Duty Manager

PROTRANS BC is the private operator of the Canada Line, a 19-km automated rail-based rapid transit system connecting Downtown Vancouver with central Richmond and the Vancouver International Airport. Located in Richmond, we are a part of the PROTRANS family of SNC-Lavalin O&M, a global solutions provider to facility and asset operations. The Canada Line is a prime example, where SNC-Lavalin designed and constructed a rapid transit system, and is one of the largest Public-Private Partnership (P3) in Canadian history.
The Duty Manager is responsible for the leadership, development, welfare, and performance of a team of Control Room Operators and Communication Controllers.
DUTIES & ESSENTIAL JOB FUNCTIONS
Ensure that the required CRO staffing levels are maintained at all times and take responsibility for a work station if staff shortage occurs.
Ensure the safe and efficient management of the Control Room, making efficient use of resources to provide the optimum service to passengers.
Encourage a cooperative culture amongst Control Room Operators to deliver efficient passenger services and maximize adherence to schedule.
Efficiently manage incidents and failures.
Maintain an effective command & control structure within the Control Room and assume overall command when present in response to major incidents.
Ensure that the failure management plan is effectively communicated to Control Room Operators; benchmarking performance and striving for continuous improvement.
Ensure investigations are undertaken and reports submitted for serious service delays, incidents, breakdowns and equipment failures.
Assist in the maintenance of SOP’s; Ensure the Control Room staff is familiar with procedures and that an effective audit process is maintained.
Be actively involved in recruitment of staff.
Ensure the provision of high quality passenger information from CCTV system monitoring as well as reporting of all equipment and system faults including lifts, escalators, station equipment, radio and control room equipment.
Ensure all Control Room Operators are properly certified to perform their role.
Manage team scheduling, including the allocation of duties.
Manage team performance; performance appraisals, absence management and disciplinary action.
Prepare plans for special events.
Provide visitor tours when necessary.
Liaise with GVTA Police and other emergency services.
Conduct staff evaluations on any work station.
Trained to act as CRO and operate at any of the control room workstations.
Generate work orders when necessary.
Be aware of changes to rules, procedures and working practices, and ensure that changes are fully understood and that staff are evaluated on their understanding where appropriate.
5 years and more of previous exposure to a railway or rail based operations; supervision of a railway;
5 years and more of experience in a role that had a number of defined priorities and objectives;
5 years and more of specific Control Room experience (e.g. SCADA/Comms, ERA environment). Control Room Team Lead experience is preferable.
Minimum of high school diploma.
Possess a strong command of verbal and written English.
Capability of learning and implementing operating rules and procedures for normal, abnormal and emergency conditions of the railway.
Ability to conduct a radio test.
Demonstrated ability to work as part of a team.
Ability to understand technical information and relay it in a manner that is clearly understood by others.
Ability to deal with conflicting priorities in a calm manner and explain their decision making process.
Recognize levels of responsibility and accountability.
Understand the importance of a no-blame culture.
Experience in a role that had a number of defined priorities and objectives.
Experience working in a stressful environment.
Demonstrate an attention to detail, and a readiness to follow policies and procedures.
Have an enthusiastic and positive nature.
Willingness to impart their knowledge on others.
Willingness to work shifts.
Willingness to contribute to work outside their functional area.
Possess excellent numeric and language skills, both verbal and written.
Capable of learning and implementing operating rules and procedures for normal, abnormal and emergency conditions.

Ability to articulate clear public address announcements and radio calls.
Ability to pass a company aptitude test and medical; color perception, visual acuity, hearing and impairment screening.
Have demonstrated ability to work well in a team environment.
Prepared to support a 7 day per week, 24 hour per day operation and will be required to work various shifts including weekends and holidays.
